This photograph was taken in the Rotunda of the U.S. Capitol before the luncheon that Congress hosts following the swearing-in of the new president and vice president. Al Gore was both the outgoing vice president and the defeated Democratic candidate for president. He had been defeated by Bush in one of the closest and most hotly contested elections in American history. The results hinged on disputed ballots cast in Florida, and the debate and ideas on how to resolve it had gone on since the polls closed on Election Day. After a series of political and court challenges that ultimately involved the U.S. Supreme Court, the Republican ticket was declared the winner in Florida. On December 13, 2000, Gore conceded the presidency to Bush.
